Project Background:
The project primarily focuses on capacity development activities for communities, groups and their network including local government authorities and civil society. In addition, local to national level advocacy, learning and sharing for effective implementation of existing policy provisions. This 36 month project is implemented by KIRDARC and consortium partners (WWS, MWU-CAPS and Mission East). KIRDARC is the key implementing organization whereas WWS, MWU-CAPS and Mission East are the technical partners to provide their technical expertise on for the effective implementation of the project.
Among the consortium partners, KIRDARC have the strong grass-root presence, existing capacity in human rights promotion and protection, functional coordination and collaboration with local government mechanism, community groups. WWS have proven expertise and experience of gender and social inclusion with especial focus on gender mainstreaming, gender budgeting and gender audit of programmes. Hence it act as gender technical advisor the adapting the project methodology and results as much as gender responsive. MWU-CAPS will devise local community and organization friendly HRBA tool kit. Mission East acts as technical support on disability inclusion not directly as implementer. It has expertise of strengthening CSO capacity for disability and gender inclusion that has already been applied to more than 20 NGOs. It is following the Change Triangle Approach proposed by DANIDA to empower CSOs, across institutional and advocacy capacity building as well.
The project aims to create conducive environment for excluded and marginalized citizens & communities to claim and exercise human rights so that they will be able to participate in, contribute to and benefit from local development process. This is possible only when the following three conditions exist in the proposed project area:
- Right holders have knowledge of their rights, capacity to claim, and they themselves stand against structural discrimination & violence they witness,

Duty bearers better understand human rights principles, become more accountable towards people, and pro-actively engage in protection and fulfillment of rights of excluded and marginalized groups using HRBA, and

CSOs, their alliance and networks continue their collective engagement as educator and watch-dog to flag the case of human rights violation
These conditions are interconnected among each-other and are proposed as outcomes of the project. We believe that this is the most promising way of creating a sustainable momentum, and ultimately widespread culture of respect and protection of human rights of, and by all people and institutions.
