Karnali Integrated Rural Development and Research Centre (KIRDARC Nepal) is an NGO registered at the District Administration Office, Jumla under the Society Registration Act, 1978, and is affiliated to the Social Welfare Council in Nepal. It has been working in five districts (Jumla, Humla, Kalikot, Mugu and Dolpa) of Karnali Zone since 1999. Recently KIRDARC has started to implement its project in Surkhet District. KIRDARC Nepal works in a right-based approach in the fields of human rights and peace building, education, health, water and sanitation, food security, livelihoods including infrastructure development, media and climate change etc. KIRDARC Nepal strives to enable Karnali people to claim and exercise their rights for poverty reduction and improved livelihoods through their organization, research, policy advocacy and judicious resource mobilization.

KIRDARC Nepal has been implementing its five years’ strategic plan (2019-2023) which has following four strategic outcomes/ objective:

SO-1: Promote human rights, strengthen governance and inclusive democratic practices

SO-2: Improve livelihoods and enhance sustainable income

SO-3: Crate resilient (mountain) communities connecting upstream and downstream

SO-4: Empower children, youth and women for peaceful social transformation

About the Project

Contributing to achieve Strategic Objective 1 and 4, KIRDARC Nepal has been implementing SAHAYATRA-II Project (Children learn and are safe, Children are protected and Child Rights) in Tilagupha Municipality and Suvakalika Rural Municipality of Kalikot District in partnership with save the children. The overall objective of the integrated project is ‘To promote the quality education, child rights and child protection especially of the marginalized and vulnerable community’. The goals of the project is as follows:


Goal 1: All children, including the most deprived and marginalized, learn from an inclusive and quality basic education.

Goal 2: All school-aged children in are safe and protected in and around schools.

Goal 3: To eliminate child marriage and early pregnancy in accordance with the ‘National Strategy to End Child Marriage in Nepal’.

Goal 4: All girls and boys are protected from all forms of physical and psychological abuse in all settings.

Goal 5: Local, state and federal governments in Nepal held to account by a strong civil society to meet their obligation to protect children’s rights.

Job Purpose:

This position holder will be responsible for carrying out overall prescribed construction related works of SAHAYATRA II project at field level in terms of site assessment, field survey, design, estimation and construction of all the schemes with quality. Coordination/Collaboration with Palika for resource sharing, frequent field visit of project sites, supervise the construction/renovation activities, analysis of work progress, orient SMC, construction committee, skilled and unskilled labors as per drawing, estimate and specifications are essential factors for this position.

Key Responsibilities: –

Responsibilities Area 1: Core Responsibilities:

  • Conduct Site Assessment for construction and renovation of School based infrastructures (Building, Drinking Water Supply System and Toilets) in project area.

  • Prepare design & drawings of new infrastructures as per the requirement.

  • Prepare quantity and cost estimates of the construction and renovation works (mainly school building, Drinking Water Supply System and Toilets of school).

  • Provide proper orientation to the SMC/Construction Committee about the minimum standard, major clauses of agreement, roles and responsibilities of signing party, estimate, working modality, mode of payment, site as well as personal safety & other construction related tasks.

  • Clearly understand the provided design, drawing & estimate of construction/renovation work of school-based infrastructures.

  • Carry out layout of the building construction work.

  • Supervise the construction/renovation and operation of project sites to carry out the work as per design and estimate fulfilling the minimum standards.

  • Provide regular update, work progress and report of the ongoing construction and renovation activities to the line manager.

  • Prepare running and final bills and recommend for payment after necessary measurements & analyzing the work progress.

  • Provide regular technical support to the masons and SMC/Construction Committee of construction sites.

  • Support the SMC / construction committee in the procurement of construction materials, record keeping of the skilled and unskilled labors, maintain stock register at construction site and proper documentation of bills and receipts.

  • Conduct public audit in the schools after completion of the construction work.

  • Prepare work completion report of each schemes after completion of the work.

  • Regularly mobilize the SMC, construction committee and community to accomplish the proposed work effectively as per construction schedule.

  • Must follow the child safeguarding policy of KIRDARC and Save the Children.

Responsibilities Area 2: Operational Management:

  • Lead the project construction works providing support to respective R/Municipality team and ensure the timely conduction of construction having quality outputs.

  • Provide coaching to the field staffs to implement the construction works timely with good quality in construction work.

  • Ensure effective implementation of approved and planned construction related activities in monthly basis and strategies at the respective field on time for the targeted beneficiaries.

  • Ensure that the field staffs are well equipped with implementing guideline, action plan, QBM with necessary document what they perform in the field.

  • Ensure the financial compliances as per the KIRDARC Nepal financial policy and the guideline of the funding agencies in close coordination with district finance.

  • Verify, check and recommend financial documents in higher level with complete supporting worthy.

  • Collect data, foam and format with the supporting to project staffs, analyze, verify and submit to respective line manager.

  • Provided technical inputs to R/Municipality stakeholders and project team to support the implementation of high-quality.

Responsibility Area 3: Staff Management:

  • Manage the project team with support of Program Coordinator.

  • Ensure efficient team coordination within KIRDARC and with stakeholders in the respective R/Municipality.

  • Keep high attention regarding to effective field mobilization of field staffs and report to line manager.

  • Support staffs for producing effective document and its proper management.

  • Work as a motivator and role model, from you staff may get an opportunity to peak up on their additional role for effective implementation of the project.

  • Ensure the departure and arrival time of field staffs in each month for timely implementing of planned activities.

Responsibility Area 4: Coordination and Representation:

  • Establish strong institutional relationship with relevant government agencies practically local level, R/Municipality for KIRDARC visibility and sustainability of the project intervention.

  • Represent KIRDARC in project related meeting, workshop in the R/Municipality.

  • “Coordinate with the entire projects within KIRDARC Nepal sharing the learning and best practices.

  • Make effective coordination with local government and education stakeholders for effective implementation of the project.

  • Maintain good relationship with local government, development partners and other stakeholders at Palika level.

  • Regular coordination/collaboration with Palika for resource sharing in construction activities.

  • Orient SMC/Construction Committee & labors & ensure the site safety as well as personal safety at construction site.

  • Maintain good relationship with local government, development partners and other stakeholders at Palika level.

Responsibility Area 5: Monitoring, Reporting and Knowledge management:

  • Conduct regularly field visits with appropriate tools and checklists, including interaction with beneficiaries to learn about program effectiveness and needs of the beneficiaries.

  • Provided technical support in collecting quality data collaboration with MEAL team and analyses against the performance indicators and targets on periodic basis.

  • Prepare and submit monthly, quarterly project review reports to concerned line manager (Program Coordinator) and as per requirements an agreed time schedule.

  • Document key learning from the information produced through the implementation, monitoring, evaluations and accountability mechanisms.

  • Document case studies, best practices, news cutting, process, visual documentation, and other as per the project requirements.

Key Competencies:

  • Diploma in Civil Engineering with 3 year of relevant work experience or, Bachelor in Civil Engineering with 1 year of relevant work experience .

  • Proficiency on MS word, Excel, PowerPoint and having good knowledge in using Auto CAD application will be added value.

  • Good task management skills.

  • Willingness to work in remote areas.

  • Should have skill leadership, team management by assigning work, developing work procedures consistent with policy.

  • Should have skill establishing work schedules, and monitoring work performed by stakeholders in order to meet agreed-upon goals, objectives and target dates, reporting, coordination and communication.

  • Sound interpersonal skills with ability to work in a multi-cultural environment.

  • Ability to work in a stressful and changing environment with limited resources.

  • Willingness to keep abreast of new developments through the continued learning. .

  • Very good skill and knowledge in documentation and reporting in Nepali and English.

  • Commitment to the aims and principles of KIRDARC a good understanding of the KIRDARC mandate and child focus and an ability to ensure this continues underpin our support.
